Add an animation expression to return a Boolean for whether the current animation is looping or not

I submitted a bug report regarding the frame-rate affecting animation speed and I noticed that there was no way for me to detect if I should loop the animation or not when it has ended because there are no system expressions for it

    Typically in Construct there are no expressions that return booleans - these features are made as conditions instead.

    but conditions are much much slower than operators and evals
